December has a reputation here as the perfect month, and it is a good month, but the reputation is built on adjectives rather than numbers. So we pulled the numbers.

What December weather actually does
All figures below are NOAA 1991-2020 climate normals, taken from the station at San Juan Luis Munoz Marin International Airport.
December in San Juan: a normal high of 84.2 F, a normal low of 73.3 F, and 4.85 inches of rain across the month.
That is comfortable, and it is a genuine improvement on the autumn. November is the wettest month of the year in San Juan at 7.37 inches, so December is a drop of roughly a third in monthly rainfall and about two degrees cooler by day.
Here is the honest correction, though, because plenty of guides get this wrong: December is not the island's driest month. February at 2.58 inches and March at 2.18 inches are drier by a wide margin. December is the beginning of the drier stretch, not the bottom of it. If your only criterion is minimum rain, you want late winter, not the holidays.
What that means in practice is that a December week here usually includes rain, typically as short passing showers rather than a washed-out day, and the north coast catches more of it than the south. Pack for that and it is a non-event.

The same month, three coasts
Puerto Rico is small and its weather is not uniform. Three stations, same month, same NOAA normals:
- San Juan, north coast: high 84.2 F, low 73.3 F, 4.85 inches
- Ceiba, east coast, the ferry port for Vieques and Culebra: high 84.1 F, low 72.8 F, 3.99 inches
- Borinquen, northwest, the closest long-record station to Rincon: high 87.0 F, low 69.8 F
Read that last line again. The northwest runs almost three degrees warmer by day and three and a half degrees cooler at night than San Juan in December. That is a real difference in feel: hotter afternoons, and evenings where you might actually want a layer. It is one of the better arguments for putting a few nights on the west coast rather than treating San Juan as the whole trip.
The strongest argument for December
It is not the weather. It is the date.
The Atlantic hurricane season runs June 1 to November 30, so a December trip sits entirely outside it. Everything our hurricane season guide says about weighing a discount against a risk simply stops applying. You are not gambling on a quiet season, you are traveling after it.
That is worth real money in peace of mind, and it is a large part of why the month prices the way it does.

What closes, and on exactly which dates
This is the part that actually derails December trips, and the official dates are published.
The forts. San Juan National Historic Site states on its own operating hours page that it "is open year-round except for Thanksgiving Day, Christmas Day, and New Year's Day," and its published table names Thanksgiving on November 26, 2026, Christmas Day on December 25, 2026 and New Year's Day on January 1, 2027 as closed. Admission is $10 per person, valid for 24 hours and good at both fortifications, with children 15 and under free. Note what is not on that list: the forts are open on Three Kings Day.
El Yunque. The Forest Service's El Portal Rainforest Center page states hours of 8:00 a.m. to 4:00 p.m., that it is closed on federal holidays, and specifically that "El Portal is open every day, except for Thanksgiving, Christmas, New Years and Three Kings Day." The entrance fee is $8.00 per person for visitors older than 16, children 15 and under free, and interagency pass holders pay $4.00. The PR-191 recreational corridor itself is free with no reservation required. What we could not confirm is whether the corridor closes on those same holiday dates this coming season, so check the Forest Service current-conditions page before driving up on a holiday, and see our El Yunque fees post for where the proposed fee changes stand.
Government offices. Puerto Rico's public holidays are set in law, and the relevant ones here are January 1 (Dia de Ano Nuevo), January 6 (Dia de Reyes) and December 25 (Dia de Navidad). December 24 and December 31 are not in that statutory list; they have been granted as extra days off in particular years by administrative memorandum, and nothing has been published for 2026. Do not assume either is a closure and do not assume it is a normal working day.
Restaurants. Expect widespread early closing or full closing on December 24, because Nochebuena is the family night here rather than Christmas Day. If you want a proper dinner out that evening, book it well ahead or plan to eat in. Our best food in Old San Juan guide is the list worth working from.
The two very different Decembers
There is early December and there is the holiday window, and they behave like different months.
Roughly December 20 to January 5 is the busiest and most expensive stretch of the year. Hotels, flights and rental cars all tighten, and the popular tours book out. That is the pattern every local operator will tell you, and it is why our Christmas season guide calls early December the value pocket of the season.
We are not going to publish a percentage. Plenty of sites will tell you rates "double" over the holidays. We could not source that against anything credible, so we are not putting a number on it. What we will say is that the direction is not in doubt and the practical response is the same either way: if your dates fall inside that window, book accommodation and rental car early and treat the tours you care about as bookings rather than intentions. If your dates are flexible, the first two weeks of December are the value play: the same weather, the season already in full swing, and none of the peak-window pressure.

Surf, and the honest limit of what we know
The west coast's reputation for winter surf is well earned, and December sits inside it. What we are not going to do is publish a swell-season date range as if it were official.
We looked for a National Weather Service San Juan product that defines a north swell season by month, and there is not one. What NWS San Juan does publish is event-driven: coastal flood and high surf products issued when a specific swell is coming, sometimes describing breaking waves in the range of six to twelve feet. That is the source worth checking in the days before you travel, not a seasonal claim from a travel site.
Practically: if you are a competent surfer, December on the west coast is a good bet. Crowds where you will notice them
Three places feel the holiday window most.
El Yunque parking along the corridor fills earlier than visitors expect, and there is no reservation system holding a spot since timed entry was suspended. An early start matters more in late December than any other planning decision.

Where we would base in December
For a first December trip, San Juan for most of it. The city is at its best in the season, the forts and Old San Juan are walkable regardless of weather, and the airport is close. For a second trip, or for anyone who has already done the city, split the week and put three or four nights on the west coast for the warmer afternoons and the surf. And if January is remotely on the table, know that the season does not end at New Year: SanSe runs January 21 to 24, 2027.
