Rent a car only when you roam

Are there hidden fees I should budget for?+
El Yunque's El Portal Visitor Center charges $8 per person for anyone over 16 (15 and under are free), the Culebra environmental access fee is $2 per person, and AutoExpreso tolls apply on several major highways. Most rental cars come with a pre-installed toll transponder, confirm it is active at pickup so a tolled road does not turn into a fine.
