This tour uses the public ferry from Ceiba to reach Culebra, then combines a guided snorkel swim, looking for sea turtles along the reef, with beach time at Flamenco, the island's best-known stretch of white sand. Running a full ten hours door to door, it is a long day, but Culebra is far enough out that getting there and back by ferry takes real time on both ends. The upside of the ferry route is that it's the same way locals travel, at a lower cost than the private boat charters.
Pro tip
Ferry schedules are fixed and can sell out in high season, so this only works if you're comfortable building your day around set departure times rather than a flexible boat charter.
